Summary

Fox Road Elementary is a K–5 public elementary school in northeast Raleigh serving about 430 students as part of Wake County Schools. The school has declined sharply over the past several years: once a mid-pack elementary school (48th percentile in 2018–2019), it now ranks in the 9th percentile statewide with a 0-star rating. Nearly all students (99.3%) come from low-income families, giving the school one of the highest free/reduced-price lunch rates in the area.

Test scores lag far behind the district and state in every grade and subject. In 5th grade, just 29.2% of students were proficient in math and 30.8% in reading, compared with Wake County rates above 70% in math and 66% in reading. What makes this especially notable is that nearby schools serving very similar populations do much better. River Bend Elementary, just 1.23 miles away, has a nearly identical poverty rate (99.6%) yet ranks in the 51st percentile statewide, with 5th-grade math proficiency at 64.2%. Brentwood Elementary and Wilburn Elementary, also high-poverty schools, outperform Fox Road in most subjects as well. This suggests the school’s challenges are real but not predetermined by demographics.

There are some encouraging signs: chronic absenteeism has improved from 33.6% to 22.2% over the past few years, and English learner students rank in the 41st percentile statewide—a relative bright spot compared with the school’s overall performance. Fox Road also spends more per student ($12,594) than every nearby comparison school with available data. However, attendance gains have not yet translated into academic improvement, and 5th-grade results suggest learning gaps are accumulating rather than closing.
