Summary

Wilburn Elementary is a pre-K through 5th grade school in Raleigh, NC, serving 593 students as part of Wake County Schools — a generally high-performing district. Wilburn, however, is an exception. The school ranks 1,396th out of 1,492 North Carolina elementary schools (6th percentile), and 99.49% of its students qualify for free or reduced-price lunch, making it one of the most economically disadvantaged schools in the area. Chronic absenteeism is also elevated: 28.4% of students miss significant school time, compared with 20.5% districtwide.

Proficiency gaps are severe across every grade and subject. Brentwood Elementary, just 1.35 miles away with a nearly identical poverty rate of 99.22%, posts far higher scores — 59.3% proficiency in 5th grade math versus Wilburn's 36.1%. Other nearby high-poverty schools, including Rogers Lane Elementary, Millbrook Elementary, Beaverdam Elementary, and River Bend Elementary, also outperform Wilburn. Farther out, Conn Elementary and Joyner Elementary rank in the 75th and 81st percentiles, respectively.

Wilburn's state ranking has slid from the 30th percentile in 2015-16 to its current 6th percentile. There are some hopeful signs: math scores have improved since the 2023-24 school year, and English language learners at the school moved from the 5th to the 32nd percentile statewide over two years. However, Special Education students score in the 2nd percentile — a serious concern — and chronic absenteeism has remained above 28% for five consecutive years. The key takeaway for parents is that Brentwood Elementary, which serves an equally high-poverty population, shows far stronger academic outcomes are achievable. Sustaining Wilburn's recent gains and providing targeted support to its most vulnerable students will be essential to reversing the school's long-term decline.

Overall experience with school regarding support received for child and communications from management was poor. Principal frequently attempted to cover up or justify unprofessional conduct of staff.
