Summary:

Hoke County Schools is a North Carolina district of 14 schools (8 elementary, 3 middle, 3 high) serving about 8,700 students, nearly all of whom come from families eligible for free or reduced-price lunch. The district has one exceptional outlier: SandHoke Early College High ranks in the top 6% of high schools statewide, with a 93.4% graduation rate, a 7.3% chronic absenteeism rate, and near-perfect proficiency in Biology, English II, and Math III — even though 99% of its students are economically disadvantaged. By contrast, Hoke County High, the district’s largest school, ranks in the bottom third, with a 74.8% graduation rate and just 15% Math I proficiency. Among elementary schools, Don D Steed Elementary stands out with 5th-grade reading proficiency of 75.3% (20 points above the state), while Hawk Eye Elementary is the most academically at-risk school, ranking in the 7th percentile and showing chronic absenteeism above 40%.

Chronic absenteeism is 28.5% districtwide, higher than the state’s 24.2%. The lowest rates are at SandHoke Early College (7.3%), Rockfish Hoke Elementary (20.1%), and Don D Steed Elementary (20.6%). The highest are at J W Turlington School (84.0%), a small alternative school serving 26 students, and at Hawk Eye Elementary and West Hoke Middle. Math is the district’s biggest weakness: middle school math proficiency sits in the 39–43% range, and Math I proficiency at Hoke County High is 15% versus 42.1% statewide. Yet Math III proficiency in the district is actually above the state average, suggesting that students who reach advanced math succeed.

There are promising signs. West Hoke Elementary jumped from the 18th to 41st percentile, with major gains in 5th-grade math and science, and Sandy Grove Middle improved from the 20th to 30th percentile. Elementary science is a genuine district strength — schools like Upchurch Elementary, Don D Steed, and Rockfish Hoke meet or exceed the state’s 67.7% proficiency in 5th-grade science. East Hoke Middle, Sandy Grove Elementary, Scurlock Elementary, and other schools all serve highly impoverished communities with mixed results. The bottom line for parents: this district shows that high-poverty schools can excel, but the biggest opportunities for improvement are early math, middle school reading, and reducing chronic absenteeism at the most struggling schools.
