Summary

Scurlock Elementary is a PK-5 school in Raeford, NC, serving about 611 students in Hoke County Schools, where more than 99% of students come from economically disadvantaged homes. In 2025-2026, the school's academic ranking fell to the 19th percentile statewide with a 1-star rating — a significant drop from the 31st percentile the previous year. Within the local cluster of nearby elementary schools, only Hawk Eye Elementary ranked worse, while Don D Steed Elementary, West Hoke Elementary, Sandy Grove Elementary, and Upchurch Elementary all posted stronger results with very similar student populations.

Academically, Scurlock Elementary shows strong early grades followed by a troubling slide in upper elementary. Third-graders in 2025-2026 nearly matched the state average in math, with 63.9% proficient, and they exceeded the district average of 61.0%. But by 5th grade, only 33.3% of students were proficient in math — a 29.6-point gap behind the state — and 5th-grade science proficiency (46.4%) trailed the state by about 21 points. The school also saw sharp declines among students needing the most support: special education students fell from the 87th percentile statewide to the 12th percentile in just two years, and English Language Learner students dropped from the 68th percentile to the 11th percentile. On the positive side, chronic absenteeism has improved to 25.9%, close to the state average of 24.2%.

The comparison with Don D Steed Elementary, located just 1.1 miles away, is telling. The two schools have nearly identical enrollment and poverty levels, yet Don D Steed ranked in the 61st percentile in 2025-2026 while Scurlock Elementary ranked in the 19th. In 5th-grade reading, Don D Steed posted 75.3% proficiency versus 39.6% at Scurlock; in 5th-grade science, the gap was 71.6% versus 46.4%. Scurlock also has a higher student-teacher ratio (15.3 compared with 11.6) and historically lower per-pupil spending. In short, Scurlock's results are not simply a product of poverty, since nearby schools serving the same kind of population are getting better outcomes. Parents considering Scurlock should focus on its upper-grade performance and how the school supports English learners and students with disabilities.

We love Scurlock! The teachers have all been wonderful and the administration really cares for the kids! They listen to your concerns and help find a solution that will work for your child. The school is older than some of the other schools in the county, so it looks rough! But you cant judge a book by it's cover! it's great! My son is in first grade and he started there in Pre-K. We are military as well, and they really try to help their students who are dealing with deployment and long training. Close Quote

Hoke County has Scurlock Elementary School in its district. This is the worst school I have ever seen. Having been across the US and overseas, I have never witnessed a school that gives it student all A's and B's then says that the student will be retained in the 3rd grade due to a test. The school was asked in the beginning of the 2013/14 school yr to test the student for reading problems but the teacher and principal both said it was not their responsibility. When parent had testing done, school refused to acknowledge the disability (Irlen Syndrome). Look it up, it is real but my grandson now is told he must redo 3rd grade because plans were already in motion for him to leave the state the day school got out. I would never recommend anyone move into this school district. Close Quote

School has made a lot of improvements. My kids love waking up to go to scurlock. Their grades and EOG scores are good. Teachers are awesome and care about their students. Keep it up Scurlock! Close Quote
