Summary:
Santa Rosa Elementary has 10 schools serving kindergarten through grade 6 or 8; seven serve K–6 and three serve K–8, with enrollments ranging from 279 to 773. In 2025–26, the schools’ average proficiency was 29% in ELA, 24% in math and 22% in science, compared with state rates of 49%, 38% and 36%. The most important finding is that results vary sharply from school to school, so the area’s averages do not describe every school’s performance.
Santa Rosa French-American Charter (SRFACS) led in all three subjects, with 65% proficiency in ELA, 55% in math and 71% in science; its results were 16, 16 and 35 percentage points above state rates, respectively. Hidden Valley Elementary ranked second in all-grade ELA and math, at 53% and 45%, but its 31% science rate was below the state’s 36%. At the lower end, Abraham Lincoln Elementary had the lowest ELA result at 11%, while James Monroe Elementary had the lowest math and science results, at 7% and 4%. Steele Lane Elementary was also low across subjects, at 11% in ELA, 13% in math and 15% in science; SchoolDigger ranked it at the 2nd percentile statewide.
Across the schools, average ELA proficiency fell 3 percentage points from 2024–25 to 2025–26, while math and science averages were essentially flat; state rates rose in all three subjects, widening the average school-to-state gaps to 21 points in ELA, 14 in math and 14 in science. Results still differed by school: Helen M. Lehman Elementary had the largest gains in math and science, up 12 and 14 points, while Proctor Terrace Elementary had the largest declines in all three subjects. SchoolDigger’s ranking history also shows Proctor dropping from the 64th percentile in 2023–24 to the 29th in 2025–26, while SRFACS rose from the 74th to the 79th percentile. Absenteeism offers another point of comparison: it was 32% at Steele Lane and 7% at SRFACS, compared with 18% statewide. The schools’ free/reduced lunch eligible figures for 2024–25 are context, not an explanation of results: SRFACS reported 34% and Hidden Valley 36%, while Cesar Chavez Language Academy reported 74% and had 31% ELA proficiency.
