Anne E. Moncure Elementary is a K-5 school in Stafford County Public Schools serving 852 students in Stafford, VA, and is home to one of the most economically disadvantaged student populations in the area. In the 2024–2025 school year, 94.4% of students qualified for free or reduced-price lunch, the highest rate among nearby schools, compared to just 22.7% at Margaret Brent Elementary and 88.2% at Kate Waller Barrett Elementary.

Academically, the school is currently ranked at the 16th percentile of Virginia elementary schools, and its test scores trail district and state averages in nearly every subject. There are encouraging signs worth noting. Despite the high level of economic disadvantage, chronic absenteeism was 13.0% in 2024–2025, below the district rate of 17.5% and the state rate of 14.8%, showing that students are showing up to school. The school also spends more per student ($11,197) than any nearby comparison school and has a lower student-teacher ratio of 14.6. The school has made meaningful progress with its African American students, rising from the 25th to the 51st percentile statewide over two years. However, results among English learners, low-income students, and White students have declined over the same period, and the school has not recovered from a post-pandemic dip. While the investment in staffing and resources is there, the school is still working to translate those resources into stronger academic outcomes for all students.
