Summary

Blue Ridge Elementary is a mid-sized school in Seneca, SC, serving 579 students in grades PK-5 within the highly-rated Oconee 01 school district. While the school has historically ranked in the bottom half of South Carolina elementary schools, the 2025-2026 school year brought its best performance in a decade, jumping from the 34th to the 47th percentile statewide.

Academically, Blue Ridge trails most nearby schools. In English Language Arts, 60.4% of students in grades 3-5 met proficiency standards, compared to the district average of 66.8% and much higher rates at Keowee Elementary (75.7%) and Ravenel Elementary (71.0%). The math gap is even wider: Blue Ridge's 47.6% proficiency rate is nearly 26 points below Keowee's 73.2%. A concerning pattern shows performance declining as students advance—3rd graders scored 67.8% in ELA, but by 5th grade that dropped to 57.3%. The most striking comparison is with Northside Elementary, located just 1.74 miles away with similar demographics, yet Northside ranks 215th statewide while Blue Ridge sits at 341st.

The biggest red flag is chronic absenteeism. In 2024-2025, 31.3% of Blue Ridge students were chronically absent—nearly 10 points above the district average and more than double the rate at Walhalla Elementary (13.7%). This rate has climbed steadily from 18.5% in 2021-22. Despite spending $16,602 per student (higher than most peers) and maintaining a favorable 11.1:1 student-teacher ratio, outcomes remain low—suggesting attendance, not resources, is the primary barrier. The good news: the school serves its low-income students well (56th percentile statewide), and this year's significant improvement offers hope that recent interventions are working. Parents should ask the school about attendance support programs and how they plan to sustain this positive momentum.
