Franklin Elementary is a PK–5 school in Mount Airy, North Carolina, serving 473 students as part of Surry County Schools, where nearly all students come from low-income households. However, the school is not weak everywhere: 5th grade science is essentially at the state average, and results have been inconsistent across grade levels and subjects from year to year, suggesting cohort-level variability rather than a single schoolwide weakness. One genuine bright spot is the performance of English Language Learner students, who have consistently ranked in the 70th–84th percentile statewide in recent years—a clear strength that stands out against the school's overall ranking.

When compared with nearby schools, Franklin sits in the lower-middle range. It ranks below Pilot Mountain Elementary (85th percentile) and Dobson Elementary (77th percentile), but ahead of Cedar Ridge Elementary and Flat Rock Elementary. The most encouraging takeaway for parents is that both Pilot Mountain and Dobson serve nearly identical student populations—about 99% low-income—and achieve much stronger results. With Franklin's excellent attendance and proven success with ELL students, the foundation for improvement is clearly in place; the gap appears to be in instructional strategy and intervention rather than student demographics.
