Summary

Flat Rock Elementary is a small pre-K through 5th grade school in the rural community of Mount Airy, NC, serving about 217 students in Surry County Schools, and it has become the lowest-performing elementary school in its area after ranking in the 80th percentile statewide just a decade ago. The school now sits in the 12th percentile, at 1,309 out of 1,492 elementary schools, following a decline that has accelerated sharply over the last three years. Like many schools in this rural region, Flat Rock Elementary serves an almost entirely low-income student body: 98.6% of students qualify for free or reduced-price lunch.

The gap between Flat Rock Elementary and neighboring schools is striking: Shoals Elementary ranks in the 95th percentile, Pilot Mountain Elementary in the 85th, and Dobson Elementary in the 77th, while Flat Rock sits in the bottom 12% of the state. Proficiency at Flat Rock trails district and state averages in nearly every grade and subject. The most alarming gap is in 5th grade math, where just 16.1% of Flat Rock fifth graders are proficient, compared with 59.3% across Surry County Schools and 62.9% statewide. The current fifth-grade class has also lost ground as it moved through the school: math proficiency fell from 48.5% in 3rd grade to 35.3% in 4th grade, then to 16.1% in 5th grade. Reading is also weak, and no subgroup of Flat Rock students is meeting strong statewide benchmarks.

What makes this decline especially troubling is that Flat Rock is not under-resourced. It actually spends more per student — about $13,728 — than any nearby elementary school, and its student-teacher ratio is lower than many of its neighbors'. Chronic absenteeism is also elevated: 20.3% of students were chronically absent in 2024-25, compared with 9.8% at Dobson Elementary. Flat Rock's poverty rate is nearly identical to that of high-performing Shoals Elementary and Pilot Mountain Elementary, which serve the same economic demographic. That strongly suggests school-level factors, not the students themselves, are driving the difference — and it means Flat Rock's current trajectory is serious but not inevitable.
