Summary

Fort Howard Elementary is a PK–5 school serving 241 students at 520 Dousman St. in Green Bay, part of the Green Bay Area Public School District, which itself ranks 383rd of 432 Wisconsin districts (11th percentile, 1 star). The school's 2025–26 statewide rank is 885th of 1,039 schools — the 15th percentile — with a 1-star rating, and it has remained in the bottom quarter of state schools for roughly a decade. It also serves a high-need population: 88.38% of students qualified for free or reduced-price lunch in 2024–25, up slightly from the two prior years.

Two things stand out about how Fort Howard operates. First, it spends more per student ($22,431 in 2024–25) than any nearby school listed, including Katherine Johnson Academy of Enriched Virtual Learning ($22,033), Beaumont Elementary ($20,224), and Nicolet Elementary Community School ($19,660), and it has a low student–teacher ratio of 8.9:1. Second, chronic absenteeism is a major barrier: 38.4% of students were chronically absent in 2024–25, well above the district's 27.3% and the state's 17.3%, and higher than every nearby traditional school except the virtual academy. Proficiency is below district and state levels in most areas, with a few exceptions. In 2025–26, 3rd-grade English language arts and math both reached 40% — above district averages but below state averages. Results weaken in the upper grades: 5th-grade ELA was 24%, 5th-grade math 20%, science 22.22%, and social studies 44.44%. Fort Howard outperformed Howe Elementary in every comparison and Nicolet Elementary Community School in most, but trailed lower-poverty peers such as Chappell Elementary, Aldo Leopold Community School K-8, and Leonardo da Vinci School for Gifted Learners. There are bright spots: special education students ranked at the 31st percentile in 2025–26, above the school overall, and one student subgroup ranked in the 90th percentile statewide in 2024–25 — though small group sizes make such results volatile year to year.
