Summary

Sycamore Park Elementary is a PK–5 school in Culpeper, VA, serving 689 students as part of Culpeper County Public Schools. The school currently ranks in the bottom 16th percentile of Virginia elementary schools — 933rd out of 1,111 — and has consistently ranked in the bottom 15–20% over the past decade. It serves a highly economically disadvantaged population, with 87.2% of students qualifying for free/reduced lunch, one of the highest rates among nearby elementary schools.

Academically, the school trails its district and the state in every tested subject and grade level. The widest gaps are in reading: 5th-grade reading proficiency is 21 points below the state average, and 4th-grade reading is 17 points below. The school is also the lowest-ranked among nearby schools — A.G. Richardson Elementary and Emerald Hill Elementary, both in the same district just a few miles away, rank in the mid-60th percentile. Notably, Pearl Sample Elementary serves a similarly high-poverty population (82.4% free/reduced lunch) yet ranks in the 58th percentile, suggesting that poverty alone does not explain the school's performance. There were some bright spots in the most recent testing year: 4th-grade reading jumped from 40% to 56.3% proficiency, and 4th-grade math rose from 53.9% to 68.1%. However, 3rd-grade math and 5th-grade science slipped, so it's unclear whether these gains will hold.

The school has meaningful strengths to build on. Chronic absenteeism improved to 12.9% in 2024-2025 — better than both the district (18.9%) and state (14.8%). English Learner students reached the 50th percentile statewide, a remarkable turnaround from the 10th percentile just two years earlier. However, outcomes for African American students have dropped sharply, from the 91st percentile in 2022-2023 to the 11th percentile in 2025-2026, which warrants attention. Spending is also a concern: at $9,768 per student, the school spends less than schools like Grace Miller Elementary and Margaret M. Pierce Elementary, which spend over $11,500 per student while serving far fewer low-income families.

Open Quote Worst school you can imagine dealing with. I have 3 children Ages 8, 6, & 5 and this school has teachers who are inconsistent and a principal/assistant principal that could careless to respond to the parents. We were having behavioral issues with our youngest and her teacher kept threatening to kick her out so we tried to meet with the principal 5 times and she never responded to any of our e-mail, phone calls, or messages personally hand delivered to the office. Not only that but, our kindergartener was told 2 times that he did not need a parent teacher conference because "he was making sufficient progress & the teacher was not concerned." Come to find out 2 weeks before school was to be out for the summer she says, "Your son is not making progress equivalent to K5 standards." WHAT? I wrote all over his progress report about how we were never notified and we were told this 2 weeks before school lets out?! THEN....this is the worst, our 8 year old came home with at least 2 spelling words MISPELLED that he had to learn for his weekly spelling test. These are words that she typed out and should have seen with spellcheck that it was not correct. Not only that, but one week a spelling word was "dumb"?? This is absolutely the worst school in Culpeper. Luckily we got our kids out for this coming school year and will never suggest this school to anyone. Close Quote
