Summary

Chapel Hill Preparatory-A Personalized Lrning School is a public elementary school in Dallas, TX, serving 404 students in grades PK-6 within the Dallas Independent School District (Isd), where over 94% of students come from economically disadvantaged backgrounds. Despite its name emphasizing a personalized learning approach, the school has faced significant academic challenges, ranking in the 28th percentile statewide in the most recent data—far below nearby schools like Harry C Withers Elementary (89th percentile) and Everette Lee Degolyer Elementary (79th percentile). This gap between the school's branding and its outcomes raises important questions about how effectively the personalized learning model is being implemented.

One of the most concerning findings is the extreme volatility in how the school serves specific student groups. For example, Special Education students saw their performance collapse from a 3-star rating (65th-68th percentile) in 2024-2025 to a 0-star rating (2nd percentile) in the most recent year—a dramatic drop that warrants immediate attention from the district. Meanwhile, the school has shown inconsistent results across grade levels: 3rd-grade Reading was a relative bright spot at 68.42% proficient, but 6th-grade Reading plummeted to just 28.57% proficient. This lack of consistent progress suggests students may not be building on skills as they advance through the grades.

Interestingly, Tom C Gooch Elementary, a nearby school with similar demographics (90.64% free/reduced lunch), consistently outperforms Chapel Hill, ranking in the 52nd percentile. This proves that high poverty does not have to dictate low performance and suggests effective strategies exist within the same district that Chapel Hill could learn from. The school also showed past strength with "At Risk" students (81st percentile in 2021-2022), indicating potential that has not been sustained. For parents considering this school, understanding what changed between those successful years and the recent decline could be key to evaluating its current direction.

Open Quote My grand daughter attends this school and if this unorganized uncaring mess is in the top 50% of Dallas schools Dallas is in big trouble. She will not be attending this school again next year in fact she will not be in the DISD at all. I'm ashamed and embarrassed by what I saw today DISD needs major changes. Especially this school.
