Booker T Washington High School in Conroe, TX, is a small historic school serving 189 students in grades 9-12 within the highly-rated Conroe Independent School District (Isd), but it faces significant academic challenges despite being one of the highest-funded schools in the area. The school spends an extraordinary $33,627 per student—nearly four times more than nearby high-performing schools like The Woodlands High School ($8,232) and College Park High School ($8,770)—yet it consistently ranks in the bottom 20% of Texas high schools, currently at the 20th percentile. This stark contrast raises questions about how resources are being used, especially since the school also boasts an exceptionally low student-teacher ratio of 8.2:1, less than half that of Conroe High School (16.3:1).

The school’s biggest academic weaknesses are in foundational math and reading skills. In the most recent year, only 15.79% of students were proficient in Algebra I and 29.03% in English I Reading—far below state averages. However, performance in Biology (63.64%) and U.S. History (60.71%) is much closer to state norms, suggesting that while students struggle with core literacy and math, they can succeed in content-heavy subjects. The graduation rate has hovered around 83-84% for five years, which is 10-14 percentage points lower than every other comprehensive high school in the district, all of which have rates above 93%. The dropout rate has also been volatile, spiking to 7.9% in 2019-2020 before dropping to 1.5% in 2023-2024, compared to rates of 0.5% or less at Caney Creek High School and College Park High School.

Special Education students ranked in the 76th percentile statewide in 2024-2025, and English Language Learners were the school’s highest-performing subgroup in 2025-2026, indicating that targeted programs can work. The school’s overall state ranking has also improved for three consecutive years, moving from the 7th percentile to the 20th percentile. Still, the school remains an outlier within the otherwise excellent Conroe Independent School District (Isd), and the high spending has not yet translated into consistent academic gains for most students.
