Summary

Kinard Elementary is a mid-sized public school in Clover, SC, serving 463 students in grades PK-5 as part of the highly-rated York 02 district. The school benefits from strong district support, including a favorable 13:1 student-teacher ratio and per-student spending of $15,152, yet it performs below many of its immediate district neighbors.

Academically, Kinard holds a solid but not stellar 3-star state ranking (68th percentile), placing it behind every other elementary school in its own district. For example, Crowders Creek Elementary and Oakridge Elementary both earn 5-star ratings and rank in the top 50 schools statewide, while Kinard sits in the 200s. The most significant academic concern is a persistent 5th-grade slump, particularly in math. Only 48.5% of Kinard 5th graders were proficient in math in 2025-2026, compared to 69.6% district-wide—a 21-point gap that has persisted for several years. This pattern is unique to Kinard; other district schools do not show this same grade-level decline. English Language Arts scores show a similar, though less severe, drop in 5th grade.

On a positive note, Kinard demonstrates notable strengths. The school performs exceptionally well with its African American students, ranking in the 84th percentile statewide for this group. Additionally, chronic absenteeism has improved dramatically, falling from 20.5% in 2022-2023 to 11.8% in 2024-2025—now below both state and district averages. However, Kinard serves a high-poverty population (61.5% free/reduced lunch), and support for these students has been inconsistent year-to-year. While Kinard spends more per student than higher-performing peers like Oakridge ($13,429) and Crowders Creek ($12,714), the extra funding has not yet translated into proportional academic gains. For parents considering Kinard, the school offers a caring environment with strong district backing, but 5th-grade math intervention and consistent support for all learners remain key areas to watch.

Open Quote The principal, teachers, and staff at Kinard Elementary are exceptional! My two younger children have attended since Pre-K and are now in 1st and 3rd grades. They both had speech problems and were in the speech program at Kinard which is excellent! My son has been in the Kinard reading groups since Kindergarten and it has vastly improved his skills. Kinard highly encourages parent involvement and has many areas available for parents to get involved in school activities. The principal, Mrs. Weathers, has blown me away with her sincere, positive, "get involved" attitude. I don't know how she does it, but she seems to know each student by name and greets and talks to every person she sees with a big smile and a warm welcoming manner. Not only are my children doing well with their learning at Kinard Elementary, but they are anxious to go to school and they enjoy their time there. As a parent, I enjoy my time there as well, it's always a pleasure. I can't say enough positive things about Kinard! This elementary school rocks! Close Quote
