Summary

Whiteoak High School is a small rural public school serving about 174 students in grades 9–12 on North High Street in Mowrystown, in Highland County, Ohio, and it is the only high school in Bright Local — so the school's results and the district's high school results are one and the same.

Academically, 2025–26 was Whiteoak's best year in four: four of six End-of-Course subjects came in above the state average, up from zero of six the year before, and the school ranked 474th of 795 Ohio high schools (40th percentile, 2 stars). Biology (80.0%, 13 points above state), Algebra I (68.6%) and English II (68.2%) are the strengths — Algebra I has climbed from 39.5% over three years. Two subjects remain stubborn problems: Geometry, at 31.7% against a 43.3% state figure, has been below state every year on record and is second-lowest among nearby schools, while American History at 63.3% is the lowest of nine area peers. Neighbors such as Williamsburg High School and Bethel Tate High School still post higher overall proficiency, so one strong year is promising rather than proven at a school this small.

What sets Whiteoak apart is attendance and value added. Chronic absenteeism fell from 23.2% to 14.4% in three years — better than Bethel Tate High School (25.4%) and Hillsboro High School (30.1%), even though nearly all Whiteoak students qualify for free or reduced lunch, versus far fewer at those schools. Graduation rates were 100% for three straight years and 95.9% in 2025–26 — still high, but worth watching. Class sizes are the smallest in the region (10.8 students per teacher), and the school ranks in the top third statewide for low-income students (60th percentile, 3 stars), the most encouraging signal in the data.
