Summary

Union Intermediate is an elementary school in Clinton, North Carolina, serving roughly 396 students in grades 3 through 5 as part of the Sampson County Schools district. The school has seen a steep decline in its statewide ranking over the past seven years, falling from the 69th percentile in 2017–18 to just the 13th percentile in 2025–26 and earning a 1-star rating. Like most schools in the surrounding area, it serves a very high-poverty population: 97.2% of students qualified for free or reduced-price lunch in 2024–25.

On North Carolina's end-of-grade tests, the school scored below both the district and state averages in every tested subject and grade in the most recent testing year. The gaps are especially large in upper-elementary math and reading: only 36.5% of 5th graders are proficient in math, compared with roughly 63% across the district and state, and reading proficiency rates sit in the mid-to-upper 30s. Poverty does not fully explain these results. Nearby Hargrove Elementary serves an even higher percentage of economically disadvantaged students (99.2%), yet it ranked in the 51st percentile statewide and outperformed the school by 20 to 30 percentage points in several subjects. Similarly, Beaver Dam Elementary, in Cumberland County Schools, has a nearly identical poverty rate and ranks in the 99th percentile statewide. In other words, high-poverty schools nearby are proving that much stronger results are possible.

There are also encouraging signs. Science is a relative bright spot: 60.9% of 5th graders are proficient, close to the state average of 67.7%. Chronic absenteeism has improved from 35.8% in 2021–22 to 23.4% in 2024–25, though Sunset Avenue Elementary in Clinton City Schools has an even lower rate of 16.1%. The school has also posted strong 3rd grade math results in some recent years, but those gains have not consistently carried into 4th and 5th grades, where proficiency drops sharply. Overall, Union Intermediate is a school with substantial academic needs, but also with real building blocks — including science instruction and improving attendance — that could guide future progress.
