Summary

Rose Hill-Magnolia Elementary is a PK-8 school in rural Rose Hill, North Carolina, serving 1,118 students and belonging to the Duplin County Schools district, which itself ranks in the lower fifth of North Carolina districts. Nearly every student (99.73%) qualifies for free or reduced-price lunch, making it a very high-poverty school, though that is also true of most neighboring schools in this region.

The school's academic results are deeply concerning. Rose Hill-Magnolia earned 0 stars and ranked 1,456 out of 1,492 schools statewide in 2025-2026, placing it in the 2nd percentile. Students scored below the district average in 13 of 14 end-of-grade subject tests and below the state average in all 14. Gaps widen sharply in the transition years — for example, 5th grade reading proficiency is just 13.4%, and 5th grade math is 17.6%. These results stand out because nearby schools with nearly identical poverty rates do much better: Chinquapin Elementary, Kenansville Elementary, and Penderlea Elementary post 5th grade reading proficiency rates of 35.9%, 42.1%, and 48.9%, respectively. Only Wallace Elementary, another low-performing Duplin County campus, ranks at a similar level.

There are a few encouraging signs. Chronic absenteeism improved from 29.5% to 20.9% over the past year, and 3rd grade reading and 7th grade math both showed meaningful gains. Some student groups perform slightly better than the school's overall ranking, while special education students remain near the very bottom statewide. However, the student-teacher ratio of 17.7 is higher than at most nearby schools, and the upper-elementary and middle-school grades remain the biggest area of concern. For parents weighing school options, the fact that similar schools with the same demographics achieve much stronger outcomes suggests school-level practices, staffing, and supports deserve close attention.
