Summary

Roye-Williams Elementary in Havre De Grace, MD, is a mid-sized school serving 444 students from Pre-Kindergarten through 5th grade, and it is part of the Harford County Public Schools district.

This school stands out for its remarkable success with students from low-income backgrounds, ranking in the 85th percentile statewide for this group—a stark contrast to nearby schools like Halls Cross Roads Elementary and Old Post Road Elementary, which have higher poverty rates but rank in the bottom third of the state overall. Roye-Williams also excels in math, consistently outperforming both the district and state averages, with 36.5% of students proficient compared to 28.4% for the district and 26.5% for the state. This is a notable strength, as most comparable nearby schools, such as Church Creek Elementary and G. Lisby Elementary at Hillsdale, fall below the district average in math. The school invests heavily in small class sizes, with a student-to-teacher ratio of 12.1, and spends a relatively high $20,069 per student, which is unique compared to top-performing peers like Churchville Elementary (ratio of 16.6 and spending of $16,351).

While Roye-Williams has made impressive strides—reducing chronic absenteeism from 29.5% to 14.2%, now better than the district average of 18.5%—it faces challenges. English Language Arts (ELA) proficiency lags behind the district, with only 50.5% of students proficient compared to 61.1% for the district, and there is a significant gender gap, with female students performing well (57th percentile) but male students ranking much lower (36th percentile). Despite these areas for growth, the school’s sustained improvement and targeted investments make it a strong choice for families seeking a supportive environment that "beats the odds" for its students.

Open Quote This is the WORST place to send your child! We left Roye -Williams in the firs 2 months of 1st grade and my Student was behind in ALL areas as well as emotional development. His Teacher was rude, dismissive and did not offer any suggestions as to how we could get our child on track. She was unprofessional in all areas, she looked like she spent the night in a duffel bag and when asked very pointed questions about the classroom she became nervous and didn't have answers and would then have the Assistant Principle step in who would then spend 45 mins talking about her son and her "ideas" that where not "official recommendations" but would never address your questions or the needs of YOUR child! So frustrating! Close Quote

Open Quote This school is the APG Elementary. Our child attended Roye-Williams Elementary for 2 years. This school does not have any Holiday Celebration/Shows. Parents are sent home different papers every month to donate, raise, or sale items to make money for the school. There are bullies within this school. The school nurse is a headache alone, if your child sneezes they will be sent home... but hand, foot, and mouth disease was a gift welcoming to this school for a few of us in the past few years. The material taught in this school is behind, and the students are not pushed into thinking. Close Quote
