Summary

Halls Cross Roads Elementary in Aberdeen, MD, is a public school serving 425 students from Pre-K through 5th grade, and it is part of the Harford County Public Schools district.

This school stands out for its remarkable recent turnaround. After years of low performance, Halls Cross Roads has climbed from the 14th percentile in the state to the 41st percentile in just four years, earning a 2-star rating. A key driver of this improvement has been a dramatic reduction in chronic absenteeism, which dropped from a staggering 48.1% in 2021-2022 to just 14.5% in 2024-2025—now below the district average. The school also invests heavily in its students, spending $21,588 per pupil (the highest among nearby schools) and maintaining a very low student-teacher ratio of 10.4:1, which allows for more individualized attention. However, the school serves a high-needs population, with over 85% of students qualifying for free or reduced-price lunch, and its academic proficiency rates in English Language Arts (42.4%) and Math (26.7%) remain below district and state averages. Science proficiency is a particular challenge, with only 12.7% of 5th graders meeting standards.

Compared to nearby schools, Halls Cross Roads faces unique challenges. For example, Bakerfield Elementary, less than a mile away, serves a lower percentage of economically disadvantaged students (68%) and achieves higher proficiency rates (57.8% in ELA). Meanwhile, Churchville Elementary, with only 25% of students qualifying for free lunch, posts much higher scores (79.7% in ELA). Despite these gaps, the positive trends at Halls Cross Roads—especially in attendance and state rankings—suggest that the district’s significant resource investment is beginning to pay off, making it a school to watch for continued growth.

Open Quote My child has been attending this school for 3 years now. A lot of lip service is paid to parent involvement but there is very little opportunity for more than feel good events. Whenever there is a problem the child is blamed and or the parent by inference.
The assistant principle talks to parents like they are children attending his school. Assumptions are made that the parents of this school are uneducated, poor and backwards. It makes me wonder how they view our children. If I had the opportunity I would send my child to a better school. Close Quote

Open Quote I just cant understand why a school would list pupils by there race why not by male or female. What's next label them by being straight or gay! I find myself ashamed that I moved to Harford Co for better school systems.........HUH Close Quote
