Letcher County has four elementary schools: three serve pre-K through grade 5, while Letcher Elementary & Middle School serves kindergarten through grade 8 and Cowan Elementary School serves pre-K through grade 8. Enrollment ranges from 246 at Cowan to 462 at West Whitesburg Elementary School. Chronic absenteeism is another shared concern: the schools average 46%, compared with 24% statewide. Most important, every reported grade 3–5 reading score is below the state result; the school-grade average is 36%, about 14 percentage points below the state’s 50%.
Letcher stands out in grade 4 math, scoring 59%—11 points above the next school and 16 above the state—and in grade 5 Editing and Mechanics, where its 64% is 15 points above the next result. Cowan leads grade 4 science at 46%, 6 points above the state, and grade 8 math at 46%, 7 points above. Martha Jane Potter Elementary School has the highest grade 3–5 reading average among the three schools serving those grades, at 39%. At the lower end, West Whitesburg has the lowest reported grade 5 math, social studies and Editing and Mechanics scores; its Editing and Mechanics score of 17% is 47 points below Letcher’s. Cowan’s grade 5 social studies score is also low at 12%, 26 points below the state.
Reading results weakened overall: the grade 3–5 average fell from 39% in 2024–2025 to 36% in 2025–2026, while the state average rose from 49% to 50%; the gap widened by 3 points. In the available same-grade math comparisons, the school average rose from 30% to 33%, but remained about 10 points below the state. SchoolDigger’s statewide percentile rankings also moved in different directions from 2023–2024 to 2025–2026: West Whitesburg fell 21 points, Martha Jane Potter fell 16, Letcher rose 15 and Cowan rose 3. As context, all four schools reported free/reduced lunch eligible figures for 2024–2025, ranging from 67% to 78%; student–teacher ratios ranged from 13.7 at West Whitesburg to 15.3 at Letcher.
