Summary

Located in Phoenix’s Alhambra Elementary District, James W. Rice Elementary School serves prekindergarten through eighth grade and enrolls 686 students. In 2025–26, 23% of students were proficient in English Language Arts (ELA) and 19% in math, below both district and state results. The most important finding is that overall proficiency is low, particularly in ELA, which was 18 percentage points below the state.

Rice’s all-grade results also trail the nearby-school averages: its ELA proficiency was about 3 points below the average of nearby schools with results, and math was about 2 points below. But results vary by grade. Eighth-grade math stands out as a strength: 36% were proficient, compared with 24% districtwide and 30% statewide, and Rice scored above nearby Glenn L. Downs Social Sciences Academy and Frank Borman School. Third-grade ELA was 26%, 6 points above the district and second-highest among nearby schools with reported results, behind John F. Long. In contrast, sixth-grade ELA was the lowest among nearby schools with results, and third-grade math was 17%, 21 points below the state.

SchoolDigger ranks Rice 859th of 900 Arizona schools, in the 5th percentile with 0 stars; its percentile was 13 in 2018–19 and 5 in 2025–26, despite some interim fluctuation. Rice’s student-teacher ratio fell from 18.7 in 2022–23 to 15.9 in 2024–25, lower than every nearby school with a reported ratio, but this has not coincided with stronger overall test results. One group-specific result also changed sharply: SchoolDigger’s percentile measure of how well Rice serves English Language Learner students fell from 44 in 2020–21 to 15 in 2022–23, while the overall percentile was 7 and then 8. Rice reported a free/reduced-lunch rate of 68% in 2022–23; this is context, not an explanation for its results.
