Summary

Lowell Elementary School is a public elementary school serving 392 students from Pre-K through 5th grade in Seattle's Eastlake/Capitol Hill area, operating within the Seattle School District No. 1.

Academically, Lowell faces significant challenges, currently ranking in the 13th percentile statewide with proficiency rates in English, math, and science that are substantially below the district average. The school's performance has declined notably in recent years. It serves a student population with high economic need, with over 71% qualifying for free or reduced-price lunch. Interestingly, despite this, the school receives more funding per student—$28,596—than many nearby schools and maintains a very low student-teacher ratio of 10.8 to 1, which should provide more individual attention.

When compared to other schools in the same district, the differences are stark. High-performing schools like McGilvra Elementary School, Queen Anne Elementary, and John Stanford International School have much higher proficiency rates while serving far fewer economically disadvantaged students. The most relevant comparison is Bailey Gatzert Elementary School, which has a similar high-need population and faces similar academic challenges, suggesting Lowell is not alone in confronting these obstacles. This situation highlights that factors beyond funding and class size are influencing student outcomes at Lowell.
