Summary

Leslie Fox Keyser Elementary is a PK–5 school in Front Royal, Virginia, serving 474 students and operating as part of Warren County Public Schools. The school serves a high-poverty population — 74.1% of students qualified for free or reduced-price lunch — and has a favorable student–teacher ratio of 13.4. However, the school received a 1-star rating for 2025–2026, ranking 818th out of 1,111 Virginia elementary schools, and its state ranking has declined steadily over the past decade, from the 47th percentile in 2015–2016 to the 26th percentile today.

The most pronounced academic weakness is in 4th grade. Only 49.4% of 4th graders were proficient in math in 2025–2026, compared to 68.1% districtwide and 73.3% statewide — a gap of roughly 24 points. Virginia Studies proficiency (59.3%) also trails the state (70.5%). By contrast, 3rd grade math (72.5%) nearly matches the state average, and 5th grade science (67.1%) exceeds the district average. One area of concern: 3rd grade reading proficiency fell sharply from 70.8% to 59.4% in a single year. Subgroup results are uneven — low-income students rank in the 40th percentile statewide, better than the school's overall 26th percentile — while other student groups lag further behind.

Compared with nearby schools, Leslie Fox Keyser sits near the bottom of its district, with only E. Wilson Morrison Elementary ranking lower. The starkest contrast is with A.S. Rhodes Elementary, just 2.6 miles away: both schools serve nearly identical poverty populations (roughly 74% free/reduced lunch), but A.S. Rhodes ranks in the 63rd percentile statewide and posts dramatically stronger test scores — 80.4% proficiency in 4th grade math versus 49.4%. Chronic absenteeism at Leslie Fox Keyser is 22.0%, well above the state average of 14.8% and far above A.S. Rhodes's 15.2%. Notably, spending ($9,501 per pupil) and class sizes do not explain the gap, pointing to school-specific factors like instruction, attendance, or student mobility as areas to watch.

Open Quote Do not walk, but RUN from this school.

We moved into the area this past year and had three children at LFK. We removed them to homeschool for the last three months because this school is so bad.

Our children reported that they and other students were yelled at, publicly shamed, and intimidated by teachers. They were also made to run laps for late homework. The instructional quality was poor, with limited options for extracurricular activities, and the environment inside the building was drab and depressing.

We visited the classrooms on more than one occasion only to witness firsthand that, indeed, the children were yelled at and shamed in front of their peers. Speaking with the principal had little effect, although she listened sympathetically.

Our one child's kindergarten teacher seemed nice; however the magnitude of poor behavior from our other children's teachers, in addition to the overall poor instructional quality, eclipsed that completely.

Do not subject your child to this school if you can avoid it. Close Quote
