Summary

Hilda J. Barbour Elementary is a PK-5 school in Front Royal, Virginia, serving 453 students as part of Warren County Public Schools. The school currently ranks in the middle of the pack statewide (44th percentile), placing it ahead of some local peers like E. Wilson Morrison Elementary and Leslie Fox Keyser Elementary, while trailing A.S. Rhodes Elementary, which serves a nearly identical population.

Barbour’s most striking feature is its academic inconsistency. The school posted exceptional 4th grade results in 2025-2026, with 87% proficiency in math and 81% in reading—far above district averages and among the highest in the region. In the same year, however, 3rd grade math proficiency was just 59.7%, well below both district and state averages. This unevenness also appears across time: 5th grade science dropped from 77% to 58% in one year, while 4th grade Virginia Studies jumped from 57% to 86%. These swings point to either strong cohort-specific dynamics or a more capable upper-grade instructional focus.

The school shows genuine strengths worth noting. Outcomes for students with disabilities rank in the 87th percentile statewide, and low-income students perform relatively well, suggesting effective supports for these groups. Attendance is also a positive, with a chronic absenteeism rate of 17.2% that beats most Warren County peers. However, Barbour’s relative weakness in early-grade math and its overall 44th percentile standing suggest room for improvement. A.S. Rhodes, with similar poverty levels and per-student spending, consistently outperforms Barbour, making it the clearest local benchmark for what might be achieved.

Open Quote As far as the County goes this school is the newest elementary school...I had 2 children here, both of which I withdrew to homeschool. Any more children I have will not go to this county's elementary schools. We had issues with the level of education offered (if your child is advanced or behind academically you will have issues), the fact that they push SOL reviews for at least a month before the tests, and issues with the principal. If you are even told that your child got in trouble (I was not informed twice), be sure to investigate...the person who speaks up first tends to not get in as much trouble-even if they were causing the issues. Most of the teachers there are great but even greatness can be over-shadowed by too many kids per class, not enough resources, and a very controlling principal/vice principal. The PTO is great...they are always trying to raise money to purchase new things for the school...they also run some programs just for the family- game night (which is free), craft night, etc. They just need more parents to be involved in this PTO to make it a HUGE success.
