Summary

Brook Avenue Elementary is a PK-5 school in Waco, TX, serving 356 students as part of the Waco Independent School District (Isd), where nearly 98% of students qualify for free or reduced-price lunch. Despite spending over $13,000 per student—higher than nearby schools like Cedar Ridge Elementary ($11,532) and Hillcrest Pds Magnet ($10,658)—the school has consistently ranked in the bottom 1-3% of all Texas elementary schools over the past decade, with a 3rd percentile ranking in the 2025-2026 school year.

One notable bright spot is 4th-grade reading, where 36.96% of students were proficient in the most recent year, outperforming the district average of 31.67% and marking a significant improvement from 14.3% the previous year. However, this success is inconsistent across grades: 5th-grade reading dropped from 26.4% to 15.4% in the same period, and science scores are alarmingly low, with only 3.85% of 5th graders proficient in 2024-2025—far below the state average of 29.57% and the lowest among nearby schools like Bell's Hill Elementary (13.6%). The school shows relative strength in serving Hispanic and English Language Learner students, ranking in the 16th percentile for both subgroups, which is higher than its overall rank.

Compared to Hillcrest Pds Magnet, just 2.55 miles away, the contrast is stark: Hillcrest serves a population with a much lower poverty rate (63.3% free/reduced lunch) and ranks in the 49th percentile, with proficiency rates often double or triple those at Brook Avenue. This highlights the significant challenges Brook Avenue faces, where high spending has not yet translated into improved outcomes. The school's inconsistent performance across grades suggests success depends heavily on individual teachers or cohorts, rather than a stable school-wide system. For parents, this means that while there are small signs of progress, particularly in 4th-grade reading and for specific student groups, the school requires urgent, targeted intervention—especially in science education—to address its persistent low performance.

Open Quote I went to a grandparent lunch, which is all week, with my granddaughter that is in kindergarten and it was great. The kids love this kind of love from the grandparents when they get to eat with their grandparents at school. I also noticed that there are pictures of the kids in school and telling what they are learning in school and then the day is a motion pic to watch on the computer. This is great to have parents and everyone to look at on the computer. The school is Robinson Elem. I think that the schools should look at this and maybe get some ideas.
