Summary

Billy Baines Middle in Missouri City, TX, serves 1,383 students in grades 6-8 and is part of the Fort Bend Independent School District (Isd), a district ranked in the top 31% of Texas.

Billy Baines Middle is a school of contrasts. On one hand, it excels in advanced academics: an extraordinary 94.84% of students taking Algebra I passed the End-of-Course exam, far exceeding the district and state averages. The school also performs exceptionally well with its Special Education students, ranking in the top 21% of the state. However, the school has experienced a significant decline in its overall state ranking over the past decade, dropping from the 89th percentile to the 65th percentile. This decline is driven by a crisis in 7th-grade math, where only 17.23% of students were proficient, and by a struggle to support its growing population of low-income students, who now rank in the bottom 26% of the state. Nearby schools like Fort Settlement Middle (99th percentile) and Dr Ronald E McNair J H (96th percentile) maintain much higher overall performance, while Missouri City Middle (11th percentile) and Lake Olympia Middle (11th percentile) serve higher-poverty populations and perform significantly lower.

In short, Billy Baines is a school at a crossroads. It has a strong foundation in its advanced math and special education programs, but it is facing a multi-year decline in overall performance. The school’s future success will depend on its ability to translate the success it sees in its advanced and special education programs to its core curriculum and its most vulnerable student populations, particularly in 7th-grade math.

Open Quote I love this school. Yes, we have "troublemakers", but what school doesn't? The academic, sports, and fine arts programs are amazing, and I would know because I'm in most of them. The ethnicities of kids are well blended in every classroom, and I can guarantee that 98% of these kids are friendly, even to a visitor. Close Quote
