Summary

Kirk Elementary is a PK-5 public school in Houston, TX, serving 743 students within the Cypress-Fairbanks Independent School District (Isd), and is located in a diverse, suburban area where over 80% of students qualify for free or reduced-price lunch. The school has faced significant academic challenges, with its state ranking dropping from the 57th percentile in 2016-2017 to the 21st percentile in 2025-2026, earning it a 1-star rating, and its performance on state assessments is well below both district and state averages across most subjects and grade levels.

What truly sets Kirk apart from nearby schools is a stark contrast in how different groups of students perform. For example, while Hairgrove Elementary (just 2.3 miles away) achieves an 85th percentile ranking despite an even higher poverty rate, Kirk struggles in the bottom quarter of the state. The most striking finding is the school's performance with its White students, who rank in the 74th percentile (4 stars), compared to its low socio-economic status (SES) students, who rank in the 12th percentile (1 star)—a 62-percentile-point gap that is the largest disparity among all nearby schools. This suggests that while some strategies are working well for certain groups, the school faces a critical challenge in ensuring equitable outcomes for all its students.

Despite these difficulties, there are promising signs. Kirk has shown a remarkable improvement for its White students, moving from the 33rd percentile to the 74th percentile in just three years, which could offer a blueprint for helping other groups. Additionally, the school was once a strong performer for its "At Risk" students, ranking in the 61st percentile in 2020-2021, indicating it has the capacity to serve vulnerable populations effectively. However, a puzzling inconsistency in math instruction—where 4th-grade math proficiency (45.83%) is more than double that of 3rd-grade math (21.7%)—points to uneven curriculum or teaching quality that needs attention to build on these bright spots.

Open Quote Wonderful staff at this school. I have been thoroughly impressed with the Assistant Principal Mrs. Wolverton, the dedicated Music Teacher, and the wonderful Mother/Son PE Coaches. These professionals have been so kind and welcoming to my daughter. The building itself is very nice and clean. I am not crazy about the CY Fair open classroom concept, but the teachers we've been exposed to thus far have been exceptional. The school nurse, Mrs. Scantebury is lovely and very professional. I am very pleased with this school so far. Close Quote

Open Quote Kirk has an open room concept. The major drawback with this concept is with activities from adjacent rooms disturbing our child's room and vice versa. Also, the principle is ineffective. His teachers and APs seem to be apologetically limited. He avoids even trivial conversations with parents. We see him at school with no "hi", Hello, or any greeting what so ever. Outside the school, for example, we saw him at the circus one day with him sitting 2 rows in front of us. We said "hello". He acknowledge us as apparent strangers without even saying "hi" to our son which is his student. Close Quote

Open Quote School is fairly evenly mixed between disadvantaged and privileged students. the former group tends to bring scores down while also exposing students to mult-cultural surroundings. we are very happy with the school Close Quote
