Summary

Ralph Pfluger Elementary in Buda, TX, is a mid-sized school serving 779 students in grades PK-5 within the Hays Consolidated Independent School District, and it has recently experienced a notable decline in statewide performance after years of above-average results.

This school has historically been a strong performer, but recent data shows a steady drop from the 79th-80th percentile to the 62nd percentile. This trend sets it apart from nearby schools like Elm Grove Elementary, which consistently ranks in the 92nd-93rd percentile, and Sunfield Elementary, which is showing improvement. A key concern is an "upper-grade slump": 4th-grade reading and math scores exceed district and state averages, but 5th-grade scores fall below both. However, 5th-grade science is a bright spot, with proficiency rates significantly higher than the district and state. The school also shows inconsistent performance with different student groups, with historically strong results for low-income and Hispanic students, but recent volatility for African American students, dropping from the 96th to the 49th percentile.

With a free/reduced lunch rate of 47.5%, Ralph Pfluger sits in a unique middle ground—more economically diverse than top-performing Elm Grove (15%) but less so than lower-performing schools like Camino Real Elementary (71%). Its per-student spending ($8,852) is lower than many peers, suggesting challenges are not simply about funding. For parents, this school offers a history of strong support for diverse learners but currently faces a crossroads, needing to address its upper-grade performance and ensure consistent success for all student groups to reverse its downward trend.

Open Quote My boys had a great year at Pfluger. My oldest finally passed STAAR. He was so proud and worked so hard. We loved their teachers. We love the front office and all that work there. It is a terrific school. I am glad to see that Pfluger is one of the highest ranked schools in Hays and ranked so high in the state. Close Quote

Open Quote Pfluger is working hard to ensure that our students are growing in so many ways: academically, socially, emotionally, and global citizens. The amazing parents and teachers are making this happen every day. #wheregreatmindssoar! Close Quote

Open Quote My daughter goes here & while we've had hit or miss experiences with her teachers, overall it's a good school. The new principal made several administrative changes, added STEM programs, etc. that seem to be taking off. It's not the best elementary school I've ever seen, but if you judge by the State test performances , happiness/behavior of the kids & overall teacher engagement it is definitely worth more than it's current 2 rating Close Quote
