One of the most striking findings is that Hattie Cotton spends more per student than nearly every comparable school in the area — $22,896 per pupil — yet outcomes are dramatically lower. For context, Lockeland Elementary School, ranked #2 in the state, spends about $16,612 per student; Rosebank Elementary School spends $17,214; and Nashville Classical East School spends $19,133. All three post proficiency rates two to three times higher. Even nearby low-performing schools like Tom Joy Elementary School and Ida B. Wells Elementary School spend less. This suggests funding alone is not driving results.

Chronic absenteeism is a key concern: 28.3% of students missed significant instructional time in 2024–2025, roughly double the rate at Rosebank and Nashville Classical (both 13.8%). There are positive signs, however. Math proficiency has risen from 13.0% to 20.4% since 2022–2023, and ELA improved from 13.1% to 18.4%. Absenteeism has also come down from a pandemic peak of 40.2%. The biggest concern is 4th grade, where only 10.5% of students are proficient in math and 13.2% in ELA, despite a much stronger 5th grade showing. Reducing absenteeism and targeting 4th grade support could help the school build on its momentum.
