Summary

Fountain City Elementary School is a K–5 public elementary school in Knoxville, TN, enrolling 379 students and serving a diverse neighborhood within the Knox County Schools district. The school currently ranks in the middle of Tennessee elementary schools (49th percentile, 2 stars), but that snapshot hides a more complex story: the school has bounced between strong and middling performance for a decade, hitting the 73rd percentile statewide as recently as 2024–25 before falling back. In its neighborhood, Fountain City sits clearly above low-performing nearby schools like Inskip Elementary School, Belle Morris Elementary School, and Spring Hill Elementary School by a wide margin in math, reading, and science proficiency.

Fountain City's most reliable strength is attendance. Chronic absenteeism was just 14.5% in 2024–25, well below the district's 19.4%. Academically, the school has demonstrated it can deliver strong results: in 2024–25, reading proficiency was 53.5%, more than 10 points above the district, and science reached 58.5%. Grade-level data from 2025–26 also points to growth within the building — math proficiency rises from 27.9% in 3rd grade to 50% in 5th grade. The school has also served specific groups well recently, with male students ranking in the top quarter of Tennessee schools in 2024–25 and African American students reaching the 66th percentile statewide.

The challenge is consistency. After that strong 2024–25 year, 2025–26 scores dropped sharply in every subject — ELA fell from 53.5% to 42.3% and science from 58.5% to 46.6% — dragging the state ranking down with them. Hispanic students illustrate the volatility, swinging from the 90th percentile in 2024–25 to the 17th in 2025–26, while low-income and special education students have consistently scored near the statewide middle. Fountain City also spends more per student than top-performing neighbors like Brickey McCloud Elementary School and Halls Elementary School, yet trails them significantly in outcomes. The school's potential is real, but matching its top-tier neighbors — including Shannondale Elementary School — will require avoiding the sharp drop-offs that have marked its recent history.

Open Quote The staff in the office is wonderful, however the test results speak for themselves. The school is obsessed with "clipping up or clipping down" for behavior, instead of focusing on teaching the children. When less than 40 - 49% of the children are proficient in math and reading, well that speaks volumes. Close Quote
