Summary

Liberty Elementary School in Shelbyville, TN, serves 631 students in grades PK-8 as part of Bedford County Schools. This school has improved significantly over the past several years, rising from the 20th percentile statewide in 2018-19 to the 45th percentile in 2025-26, placing it solidly in the middle of the pack in Tennessee.

One of Liberty’s standout features is its PK-8 model, which allows students to take Algebra I in middle school. The school’s Algebra I proficiency rate was an impressive 85.7% in both 2023-24 and 2024-25, far above the district average of 21.7%. Overall math proficiency is also a bright spot, at 43.7% — slightly above the state average — with especially strong 6th and 7th grade math scores. Liberty also shows a genuine strength in serving students who often struggle elsewhere: special education students rank in the 73rd percentile statewide, and low-income students rank in the 58th percentile. This is a notable accomplishment, as these groups tend to be the hardest to move academically. In fact, Liberty’s results for these students are better than its overall school ranking would suggest, indicating effective support systems for vulnerable learners. The school also achieves these results while spending less per student than several nearby elementaries, including Bel Aire Elementary School, Eakin Elementary School, and Learning Way Elementary School, all of which post lower overall rankings.

The main challenge for Liberty is English language arts. ELA proficiency has hovered around 30% for the past several years, well below the state average of 40.6%, and the 7th grade ELA proficiency rate of just 14.3% is especially concerning. Chronic absenteeism, at 17.0%, is slightly better than the district average but remains higher than high-performing neighbors like Lynchburg Elementary School (8.7%) and Community Elementary School (12.9%). While Thomas Magnet School is a dramatic outlier with near-90% proficiency rates, Liberty is clearly moving in the right direction. If the school can translate its math momentum into literacy gains and continue improving attendance, it has strong potential to rise from a mid-tier school into one of the consistently high-performing schools in Bedford County.
