Summary

E. P. Todd School is an elementary school in Spartanburg, SC, serving 559 students in grades PK-5 within the Spartanburg 07 district, where 100% of students qualify for free/reduced lunch.

There are encouraging signs of a turnaround at E. P. Todd. The school's overall state ranking jumped from the 23rd percentile to the 37th percentile in the most recent year, its best performance in several years. A genuine bright spot is 3rd-grade reading, where 69.5% of students are proficient—actually exceeding both the district and state averages. The school also shows notable strength in serving its African American students, ranking above the state median for this group. However, significant challenges remain. Mathematics is a critical weakness, especially in 4th grade, where only 25.1% of students are proficient—a staggering 27 points below the state average. This math gap widens as students progress, suggesting that early skills aren't translating into later success.

The most pressing issue is chronic absenteeism. At 30.2%, nearly one in three students misses significant instructional time—a rate nearly four times higher than Pine St. Elementary, a top-performing school just 2.3 miles away. This contrast is striking because both schools have similar resources and student-teacher ratios, yet Pine St. achieves dramatically better results. E. P. Todd does outperform some nearby schools serving similar populations, like Mary H. Wright Elementary, and its recent gains for low-income students (jumping 147 places in one year) suggest interventions are starting to work. With high per-student spending and a favorable 11.4:1 student-teacher ratio, the school has the resources it needs—the key will be translating those resources into consistent instruction and getting more students to show up every day.

Open Quote Poor administration will be the downfall for E P Todd School. The school has been in a downward spiral the last couple of years. Great teachers are leaving in mass. Parents of excellent students are using school choice to attend better schools in the district. The bad students are making it miserable for the remaining good students. The principal is beyond unapproachable and never seems to care what is really going on. She wants to LOOK LIKE she is doing something good. She does not have everyone fooled!! Close Quote
