Scotland High School

Scotland High School is a large comprehensive high school serving 1,294 students in grades 9–12 in Laurinburg, NC, within the Scotland County Schools district, where 99.8% of students come from low-income households. Ranked 551st of 662 North Carolina high schools with a one-star rating, the school faces real academic challenges. However, its graduation rate of 90.6% exceeds the state average of 88.8% and far surpasses nearby Hoke County High (74.8%) and Red Springs High (83.7%). Chronic absenteeism also runs well below neighboring Purnell Swett High, another sign that Scotland High manages to keep students engaged through graduation.

Math is the school's toughest subject — Math I proficiency is just 27%, compared to 42.1% statewide. The good news is that scores are climbing quickly: Math I proficiency has more than tripled since 2023-24, and Math III proficiency has more than doubled to 56.5%. The most instructive comparison, however, is within its own district. Scotland Early College High, located less than a mile away, ranks in the top 5% of North Carolina high schools and serves a similarly low-income student body — yet posts near-universal proficiency. The main difference is mission: the early college draws motivated students through an application-based program, while Scotland High educates every zoned student who walks through its doors.

The school does have real strengths. Special education students jumped from the 14th to the 52nd percentile statewide in just two years, and, compared to the same student groups across North Carolina, the school's Hispanic and African American students rank higher than its White students do. The biggest concern is the opposite end of the spectrum: Gifted and Talented students currently rank at the 1st percentile statewide, suggesting the school's best and brightest may not be sufficiently challenged. With per-pupil spending of $11,796 on par with neighboring schools, the issue is not a lack of funding but rather one of instructional focus. Scotland High's path forward lies in replicating its targeted successes across the entire student body.
