Summary

Clear View Elementary is a K–5 public school in Jacksonville, NC, serving about 535 students within the Onslow County Schools district. Over the past four years, the school has climbed from the bottom 20% of North Carolina elementary schools to just above the statewide median, now ranking at the 52nd percentile with a 3-star rating. That steady rise is one of the fastest in the area: while nearby schools like Carolina Forest have held steady at a higher level and Parkwood and Summersill have slipped, Clear View has moved from the 34th to the 52nd percentile in just three years — a momentum-driven story matched locally only by Stateside Elementary.

The school’s clearest academic strength is third-grade math. In 2025–2026, 75.9% of Clear View third graders scored proficient, well above the district (60.7%) and state (66.4%) averages, and second only to Carolina Forest in the local cluster. That math score has jumped more than 40 points since 2022–2023, suggesting a focused early-primary effort. Reading, however, remains the school’s weak spot: third-, fourth-, and fifth-grade reading proficiency all trail state averages, with fourth-grade reading (54.1%) also behind the district. Upper-grade math sits near district averages but below state benchmarks. Chronic absenteeism has improved sharply, falling from 27.5% to 20.7% in one year — now better than both district and state rates.

Clear View also shows an unusual equity profile. In 2025–2026, African American students ranked at the 76th percentile statewide, special education students at the 67th, Hispanic students at the 60th, and gifted students at the 87th — all notably strong results. At the same time, White students ranked at the 29th percentile and military-connected students at the 25th, a subgroup outcome worth monitoring given Jacksonville’s large military community. The school outperforms several neighbors with lower student-teacher ratios or more spending per student, including Blue Creek, Northwoods, Meadow View, and Richlands. Whether Clear View can build on its strong early math by turning around reading will likely determine if its recent improvement becomes permanent.
