Roger Bell New Technical Academy is a PK–5 elementary school in Havelock, NC, serving 408 students in the Craven County Board of Education. The school’s overall ranking fell noticeably this year to the 42nd percentile statewide (869th of 1,492 elementary schools), down from the 60th percentile the year before. That decline spans multiple subjects and student groups, yet the school still has clear strengths. Science is its signature subject: 74.6% of 5th graders scored proficient, well above the district rate of 64.3% and the state rate of 67.7%. This continues a four-year pattern in which Roger Bell has beaten the state average in 5th-grade science by roughly 7–10 points each year.

Reading is the school’s biggest challenge. Across grades 3–5, average reading proficiency lands near 45.5%, about 11 points below the state average. The most striking signal is in 3rd grade, where 76.4% of students are proficient in math but only 38.2% are proficient in reading — a gap far wider than at any nearby school. Third-grade reading has also slipped two years in a row, dropping from 51.9% to 38.2%. On the positive side, chronic absenteeism has fallen dramatically, from 44.3% in 2021-22 to 14.7% — now better than the district’s 18.7% and the state’s 24.2%. For a school where nearly all students qualify for free or reduced-price lunch, that attendance record is a genuine accomplishment.

Compared with other high-poverty Havelock schools, Roger Bell is performing well: its 5th-grade science proficiency runs about 28 points higher than at Graham A Barden Elementary and Havelock Elementary, with math scores generally 15–30 points higher as well. However, it still trails lower-poverty Craven County schools such as Creekside Elementary and W Jesse Gurganus Elementary by wide margins in every subject. One thing to watch is class size: at 16.8 students per teacher, Roger Bell has the highest student-teacher ratio in the surrounding area. Overall, Roger Bell offers solid science and math instruction and excellent attendance, but its slipping early-literacy results deserve prompt attention.
