Summary

Havelock Elementary is a small Pre-K through 5th grade school in Havelock, North Carolina, serving 248 students in the Craven County Board of Education district. After years of mid-range performance, the school experienced a dramatic drop in the 2025–2026 school year, falling to the 7th percentile statewide with a 0-star rating, after ranking near the 40th percentile just one year earlier. Nearly 94% of students qualify for free or reduced-price lunch, and about one in four students was chronically absent in 2024–2025.

Test scores are currently well below district and state averages in nearly every grade and subject. For example, 5th grade math proficiency is 27.9% compared to 62.9% statewide, and 5th grade reading is 30.2% versus 55.3% statewide. This decline is broad, affecting every student subgroup. Notably, Havelock spends more per student than many peers (about $12,745 per pupil) and has a relatively low student–teacher ratio of 12.6, yet results are far weaker than nearby schools with fewer resources. Just a few miles away, W Jesse Gurganus Elementary is a 5-star school ranked in the 92nd percentile with math proficiency rates above 80%, and Creekside Elementary is one of the top elementary schools in the state. Even Roger Bell New Technical Academy, which serves a higher percentage of low-income students and spends less per pupil, ranks in the 42nd percentile.

There are some positive signs. Chronic absenteeism has fallen dramatically from 47.6% in 2021–2022 to 22.9% in 2024–2025, though it remains nearly three times higher than at Gurganus and Creekside. Havelock has also shown isolated strengths in the past: the 2024–2025 5th grade class outperformed both the district and state in math, reading, and science. Nearby high-poverty schools such as Bogue Sound Elementary and Morehead Elementary at Camp Glenn demonstrate that schools serving very high percentages of low-income students can earn 4-star ratings. Havelock's recent results point to an urgent need for coordinated intervention, but its own past success and the performance of neighboring schools show improvement is possible.
