Hazel Park Preparatory Academy is a PK–8 school serving 489 students at 1140 White Bear Ave N on Saint Paul's East Side, part of Saint Paul Public Schools. It is one of the larger schools in its immediate neighborhood and one of only two PK–8 buildings in its comparison group. Nearly all of its students come from low-income households: 92.23% qualified for free or reduced-price lunch in 2024–2025, the highest rate in the local comparison set. The school ranked in the 2nd percentile statewide (849th of 869, 0 stars) in 2025–2026, after sitting in the bottom 2–7% of Minnesota schools every year for the past decade.

Academically, 2025–2026 MCA proficiency was 7.4% in math, 13.5% in reading, and 2.5% in science, compared with district rates of 27.8%, 34.2%, and 19.0%. Reading has stayed roughly stable at 11–14% over four years, while science has fallen by more than half since 2022–23. Grade-level results show the strongest math in grades 3 and 4 (12.9% and 15.6%), a sharp drop in 5th grade, and 0% proficiency in both math and reading at 6th grade. The student–teacher ratio also rose to 14.9:1, the highest in the comparison group.

Every same-district school nearby outperforms Hazel Park Preparatory Academy in all subjects, including schools with similar poverty. Students are very disrespectful to the teachers and administrators at this school. They skip class, don't do their homework, yell and scream at teachers during class, and generally don't seem to care about their education, despite this being an IB school. I would not send a child to this school for a good education. It is a terrible school. Close Quote
