Summary

Twinbrook Elementary is a public school in Rockville, MD, serving 459 students in grades PK-5 as part of the highly-rated Montgomery County Public Schools district, though its own academic performance has consistently ranked in the bottom half of Maryland elementary schools over the past decade.

The school faces significant challenges, particularly in math and attendance. Only 25.2% of students were proficient in math and 39% in English Language Arts in the 2025-2026 school year—roughly half the proficiency rates of top-performing nearby schools like Farmland Elementary (60.4% math, 70.6% ELA) and Luxmanor Elementary (55.6% math, 63.8% ELA). Even Wheaton Woods Elementary, which serves a similar percentage of students from low-income households, outperforms Twinbrook in math (34.9% vs. 25.2%). A particularly troubling trend is the "5th grade cliff": math proficiency drops from 32.9% in 4th grade to just 15.3% in 5th grade, a decline far steeper than the district average. Chronic absenteeism is also high at 25.0%, compared to roughly half that rate at schools like Lucy V. Barnsley Elementary (12.7%) and Luxmanor Elementary (15.5%).

Despite these struggles, there are some positive signs. The school spends a high amount per student ($24,645), more than many higher-performing neighbors, and its state ranking has slowly improved from the 23rd percentile in 2018-2019 to the 39th percentile in 2025-2026. Twinbrook also shows relative strength in serving its low-income students, who ranked in the 57th percentile statewide in 2020-2021—the school's highest-performing subgroup. This suggests that while the school faces deep-rooted challenges, recent interventions may be starting to have a small, positive effect, and there are pockets of success to build upon.

Open Quote If there was a school that cared about their students' anymore than Twinbrook Elementary, it wouldn't be labeled as such; it would be considered as a HOME and a FAMILY. It is the kind of reassurance that you can't put a value on. Especially when it comes to our children. The teachers' and staff members provide a very nurturing atmosphere where, regardless of each child's strengths and/or weaknesses, each individual can develop at a pace and rate that both the parents and students are comfortable. Twinbrook Elementary has everything a parent could ask for. An adaptive, professional and forward thinking administration. A staff of teachers and para-educators alike that provide just the right blend of subject learning and personality specific attention that their student body needs. Before and after school care programs and activities that so strongly influence our young and enable their parents to carry on a manageable work schedule are available as well. Long story short, I just want to say thank you TWINBROOK. Not sure where the name came from, but this school is certainly more unique than it would indicate. There really is only one, and I couldn't be prouder of the school's efforts and my confidence in their ability to develop and mentor.

I would like to also extend appreciation and specifically acknowledge Ms. Lia Williams for the strength of her efforts and the genuine personality and care she exhibits everyday. Mongtomery County, Twinbrook, I and our children are very lucky to have her. Close Quote

Open Quote Twinbrook ES, is a school where the majority of the Latino parents do not get involved with their children school learning upbringing. I personally believe that the school is not doing enough to interest parents with language barriers and cultural differences to change this behavior and therefore I attribute this chronic reality to the lack of professional leadership in the areas of cultural awareness and ethnicity relationship, starting with the Principal. The negative developmental growth among all children in grades K-5th centers initially around the shortage of an adequate budget in a moderate-to-low income neighborhood and poor management from educational leaders.
