Summary

Grange Elementary is a PK-5 school in the Baltimore County Public Schools district serving 483 students, with over 71% of students qualifying for free and reduced lunch. The school has experienced a significant decline over the past decade, dropping from the 51st percentile statewide in 2017 to the 25th percentile in the most recent data, and currently performs below both district and state averages in core subjects.

A key strength at Grange is its exceptional support for students from low socioeconomic backgrounds, ranking in the 74th percentile statewide for this subgroup—a stark contrast to its overall ranking. The school also shows a relative strength in English Language Arts, with 30.1% of students proficient compared to just 20.3% in Math. However, chronic absenteeism remains a critical challenge at 31.0%, far above the district average of 25.6% and dramatically higher than nearby Charlesmont Elementary (16.3%), which serves a similar demographic but achieves much higher test scores—48.4% ELA proficiency and 39% Math proficiency versus Grange's 30.1% and 20.3%.

Grange sits in a cluster of schools with similar challenges, performing better than Sandy Plains Elementary, Dundalk Elementary, and Berkshire Elementary, but significantly worse than Charlesmont, which is just over a mile away. The school's per-student spending ($17,253) is lower than many nearby peers, but the data suggests that school culture, instructional strategies, and attendance initiatives—as demonstrated by Charlesmont—are more critical drivers of success than spending alone. Addressing chronic absenteeism appears to be the single most impactful step Grange could take to improve outcomes.

Open Quote One thing that your statistics and comparisons don't take into account is how well-integrated into the neighborhood a school is. All of our daughter's teachers have lived within a mile of the school. We'll run into one another in the supermarket, walking the dog in the park, at the parade during the summer, cleaning up after natural disasters. It is too bad that good citizenship and sense of community responsibility cannot be measured by MSA tests, because those would shoot Grange up by several stars. Close Quote
