Summary

Curtis Bay Elementary is a PK-5 school in the Brooklyn/Curtis Bay area of Baltimore, serving 470 students as part of the Baltimore City Public Schools district. The school serves a high-poverty community, with over 71% of students qualifying for free or reduced-price lunch, and has historically performed in the bottom 10-20% of Maryland elementary schools, though it has shown a slight upward trend in recent years.

The most encouraging development at Curtis Bay is a dramatic reduction in chronic absenteeism, which dropped from around 69% in prior years to 41.4% in the 2024-2025 school year—now below the district average for the first time. This is a stark contrast to nearby Arundel Elementary (60.6%) and Bay-Brook Elementary/Middle (55.4%), which remain in crisis. The school also invests heavily in its students, spending $26,062 per student—more than any nearby school, including the high-performing Francis Scott Key Elementary/Middle ($18,834)—and maintains a low student-teacher ratio of 11.6:1, suggesting a focus on individualized attention.

Academically, Curtis Bay shows relative strength in math, with proficiency rates matching the district average and outperforming neighbors like North Glen Elementary (9.9%) and Brooklyn Park Elementary (12.0%). However, a concerning "5th grade cliff" emerges, where proficiency in math drops to 6.5% and science to 9.4%, well below district averages. On a positive note, the school’s English Language Learner students perform relatively well compared to peers statewide, suggesting effective support programs. While Curtis Bay still faces significant challenges, the improvements in attendance and targeted investments provide a foundation for continued growth.

Open Quote I have an autistic 5th grader currently enrolled in this school. When we moved here three years ago, I originally had misgivings about enrolling him here--his last school (Maree Farring, #203) had recommended institutionalizing him, and I expected the same from CBEMS. Three years after starting there, he is now reading at his grade level, and doing grade level math at 75% accuracy, his teacher Ms. Amberger writes 'a joy to teach' on his progress reports and has strenuously objected to his prior classification at his previous school as a candidate for institutionalization. Although I no longer work in the area, I have elected to deal with a 2 hour commute to work rather than relocate and remove my son from this school. Close Quote
