Summary

Arsenal Technical High School is a large public high school serving grades 9–12 at 1500 E Michigan St. in Indianapolis, part of Indianapolis Public Schools, and with 2,360 students it is by far the largest school in its immediate area — nearly double the size of Crispus Attucks High School (1,269) and more than double Herron High School (981).

By state measures, the school ranks near the bottom: 393rd of 415 Indiana high schools in 2025–26 (5th percentile, 0 stars), consistent with roughly a decade of bottom-decile results. Its 2024–25 graduation rate was 77.3%, below the district (80.6%) and state (89.7%). Chronic absenteeism was 46.6% — nearly half the student body and almost three times the state rate of 16.7%. Test proficiency in 2025–26 was very low: 13.49% in SAT Evidence-based Reading and Writing, 4.5% in SAT Math, and 8.01% in Biology. The school spends $18,982 per student (2023–24), among the highest amounts nearby, with a student-teacher ratio of 14.9 and a free/reduced lunch rate of 61.53%.

There are encouraging trends: graduation rose from 66.9% in 2020–21 to 77.3% in 2024–25, chronic absenteeism fell from a 2021–22 peak of 79.0%, and the student-teacher ratio improved from 18.5 to 14.9. Proficiency, however, has not followed. Comparisons are striking: Crispus Attucks High School, in the same district, posts similar test scores and higher absenteeism (53.7%) yet graduates 94.3%. Purdue Polytechnic High School Ind serves a similar low-income population with similar spending ($18,378) but has higher graduation (87.5%), lower absenteeism (39.1%), and roughly two to three times the proficiency.
