Summary

Emma Donnan Elementary and Middle is a K–8 charter school serving 451 students at 1202 E Troy Ave on the southeast side of Indianapolis, operated by Adelante Schools. In 2025–26 it ranked 814th of 1,015 Indiana schools — roughly the 20th percentile — with 1 star, a rating it has held for six straight years while its percentile moved only between 17 and 23. Its district ranks 319th of 374 statewide.

The clearest bright spot is attendance. Chronic absenteeism fell from 63.7% in 2020–21 to 19.7% in 2024–25, a 44-point drop that leaves the school just 3 points above the state rate and lower than every nearby K–8: SE Neighborhood School of Excellence (34.6%), Invent Learning Hub (33.8%), Christel House Academy South (36.0%) and James A. Garfield School 31 - a STEM School (41.7%). Staffing changed too: the student–teacher ratio dropped from 23.2 to 13.2 in one year, even as spending per student fell from $15,957 to $13,239. Math is now its strongest subject and the best of the local K–8 group, at 30.03% proficiency — nearly double its 16.3% three years earlier.

Reading and science have not followed. ELA has hovered near 20% for four years and trails the state at every grade; science slipped to 12.12% overall, and 5th-grade social studies (5.77% versus 47.2% statewide) is the widest gap in this comparison set. Nearby schools show what is possible: William Henry Burkhart Elementary, with comparable spending, reaches 47.31% ELA and 52.51% math, and William McKinley School 39 - an Exploratory School, an Indianapolis Public Schools building, earns 3 stars. Meanwhile James A. Garfield School 31 - a STEM School, Fredrick Douglas School 19 - an Exploratory School and Eleanor Skillen School 34 - a Montessori School spend $19,834–$23,449 per pupil with much smaller classes yet score below Emma Donnan in every subject.

This school is the worst school in Indianapolis. All they worry about is what the kids wear. My granddaughter‘s phone was stolen took an out of her purse in her locker and nothing happened to the child. The School is not a good school. The teachers don’t care about the children they will not let them go to the bathroom and this is all I hear every day that my granddaughter goes here. Close Quote
