Summary

Shadow Rock Elementary School in Lithonia, GA, serves 493 students in grades PK-5 within the DeKalb County School District, where 100% of students qualify for free or reduced lunch, reflecting a high level of economic need in the surrounding community.

Shadow Rock’s state ranking dropped sharply this year, falling from the 20th percentile to the 5th percentile—a much steeper decline than most nearby schools. For example, Rockbridge Elementary and Woodridge Elementary saw only modest changes, while Wynbrooke Elementary, just 2.5 miles away, remained in the 68th percentile. One notable concern is a significant gender gap: Shadow Rock ranks in the 2nd percentile for female students but the 15th percentile for male students, suggesting current strategies are not reaching girls as effectively. Additionally, 5th-grade science proficiency plummeted from 24.7% to 12.8% in one year, while nearby Redan Elementary actually saw an increase. Math scores also show a drop-off in 5th grade (15.4% proficient) compared to 3rd and 4th grades (22.9% and 23.9%), a pattern less pronounced at other schools.

Despite these challenges, there are bright spots. Chronic absenteeism has fallen dramatically from 32.5% in 2022-2023 to 20.6% now—below the district average of 26.7%—showing that attendance efforts are working. In 2024-2025, 3rd-grade ELA proficiency (31.2%) actually beat the district average (29.1%), though that strength didn’t carry into later grades. The school’s per-student spending ($18,945) and student-teacher ratio (14.5) are in line with peers, so resources aren’t the issue. The success of Wynbrooke Elementary, which also serves many low-income families yet posts math proficiency above 50% in all grades, proves that high achievement is possible in this same community—and that Shadow Rock’s recent gains in attendance and early literacy provide a foundation to build on.

Open Quote As a part-time educator I worked with a Title 1 program. The Rock is by far the worst THE WORST place for students. The teachers are rude and mean to the students. Instruction is poor. There is not an excuse for a school to have a large number of veteran teachers who are lazy or simply can't teach. It's like something in the 1960's. Everything is whole group teaching and students are questioned at the lowest level. There are teachers who didn't have a single student to pass the Milestone. SO SAD! Close Quote
