Summary

Charter Oak International Academy is an elementary school in West Hartford, CT, serving 486 students in grades PK–5, located less than a mile from the Hartford city line. The school sits within the West Hartford School District, which ranks in the top half of Connecticut districts, but Charter Oak itself ranks near the middle of the state's elementary schools, placing 269th out of 491 (45th percentile) with a 2-star rating in 2025–2026. The student body is more economically diverse than most West Hartford elementary schools, with 56.6% of students qualifying for free or reduced-price lunch, compared to just 11.0% at Duffy School.

Academically, Charter Oak's proficiency rates run 15–30 percentage points below West Hartford district averages, with the widest gaps appearing in 4th grade (ELA: 42.3% vs. 69.9% district; math: 40.8% vs. 70.6%). The 4th-grade slump is consistent across subjects and years, while 3rd-grade scores are much closer to district and state averages. That said, the school's performance for historically underserved subgroups is notable: Hispanic students ranked in the 64th–85th percentile statewide in recent years, and low-income students ranked in the 81st percentile in 2020–2021, suggesting the school is especially effective at supporting students who may face greater challenges. Chronic absenteeism has improved dramatically from 21.1% in 2021–2022 to 10.2% in 2024–2025, though it rose to 12.8% in 2025–2026—still below the state average of 16.4% but above the West Hartford norm.

Compared to nearby Hartford School District schools like Parkville Community School, Charter Oak performs dramatically better, often by 30–40 percentage points in proficiency, even though its economic demographics are somewhat similar. Meanwhile, it trails higher-performing West Hartford peers like Whiting Lane School and Duffy School. Charter Oak's rank has remained remarkably stable over the past decade, hovering between roughly 250 and 300 statewide, but the strong recent results for its Hispanic and low-income students offer a foundation the school could build on to close the gap with its district neighbors.

Open Quote They may fall lower on school digger but this is a wonderfully diverse newly rebuilt school with teachers and administration that cares. My grandson loves the environment and comes home happy. Test scores don't always prove the school. Close Quote

Open Quote I have had two kids go all the way through Charter oak Academy. It is an amazing school with a great hands-on approach that build a well-rounded child. The school is a international baccalaureate school. I don't understand why the ratings on School Digger and Great Schools are so low, anyone who lives in West Hartford knows Charter Oak is the best school around. I highly recommend it. Pay the school a visit don't go by the test ratings. Close Quote
