Summary

Roosevelt Charter Academy is an elementary school in the east-central area of Colorado Springs, CO, serving 480 students in grades K–5 within the Colorado Springs School District No. 11. The school serves a predominantly low-income student body, with 73.5% of students eligible for free/reduced lunch in 2024–25. Academically, RCA ranks in the bottom 15% of Colorado elementary schools (11th percentile, 1 star), with proficiency rates on state CMAS tests well below state averages in English Language Arts (18.8% vs. 44.7%) and math (15.3% vs. 37.3%).

Despite these low absolute scores, RCA shows a distinctive pattern of growth within grade levels. In 2025–26, 3rd-grade ELA proficiency stood at 5.7% but rose to 19.2% in 4th grade and 32.3% in 5th grade—a much steeper trajectory than nearby schools like Henry Elementary School, Rogers Elementary School, and Wildflower Elementary School. RCA's 5th-grade science proficiency (25.4%) is also a relative strength, exceeding nearby Henry Elementary School (12.2%) and Twain Elementary School (10.3%). One of the most encouraging trends is the improvement of Hispanic students, whose statewide percentile ranking jumped from the 9th to the 37th percentile over two years.

The school's biggest challenges include chronic absenteeism at 46.1%—nearly double the state average—and a student–teacher ratio that rose from 10.5 to 14.5 in two years. The comparison to Sand Creek International School, less than a mile away, is instructive: Sand Creek serves a similar high-poverty population (77.1%) yet achieves 45.9% ELA proficiency and a 27.0% chronic absenteeism rate. RCA's poverty rate (73.5%) is actually lower than several nearby schools that outperform it, suggesting that school-level factors such as attendance and instruction are key levers. Reducing chronic absenteeism and building on the strategies that are working for Hispanic students offer promising paths forward for this school.

Open Quote 30-35 students in each k-3 classroom, not 17 per classroom teacher. A formula for the student:teacher ratio is based on TOTAL number of licensed staff...don't be fooled, the CLASS SIZES ARE HUGE! Most of the students are Hispanic with many who are very low academically, due to limited experience with English. This fact combined with enormous class size leaves little time or ability for teachers to meet each student's academic needs. Generally the staff cares about kids, but 700 k-5 students in one school with only 24 classroom teachers is unrealistic. Because RECS is a for-profit school, the only focus principal Lance Howard has is numbers...student numbers and test scores. I really dislike teaching here and will tough it out, but will not return next school year. There's not enough resources or support to meet needs of ELL and special needs students and there's no excuse for such large classes. Oh, by the way, students are in school from 7:30-3:30, Monday-Thursday and 7:30-1:30, Friday's, and had indoor recess 40 times last year, due to "cold weather. Do your children a favor, avoid Roosevelt Edison Charter School. Close Quote
