Summary

Fremont Elementary School is a PK–5 elementary school in Colorado Springs School District 11, serving 308 students in the northeastern part of Colorado Springs. Once a solidly mid-range school, Fremont has experienced a sharp decline over the past two years, dropping from the 47th percentile statewide in 2023-24 to the 16th percentile in 2024-25 and the 21st percentile in 2025-26, earning a 1-star rating both years. The school also serves a much more economically disadvantaged population than it did just a few years ago, with free/reduced-price lunch eligibility rising from 60.9% in 2022-23 to 76.3% in 2024-25.

Test scores tell a similar story. Fremont's CMAS proficiency rates were close to or above district averages as recently as 2023-24, but ELA proficiency fell from 38.1% to 25.6% and math from 36.8% to 22.6% over the next two years — leaving the school roughly 11–19 points below state averages in every tested subject. Chronic absenteeism is a serious concern, with 41.0% of students missing enough school in 2024-25 to be considered chronically absent. Third grade is the weakest grade level: just 11.3% of 3rd graders were proficient in ELA in 2025-26, compared to a state rate of 40.8%. Nearby schools offer a stark contrast: King Elementary (less than a mile away) posts 47.8% ELA and 49.6% math proficiency, while Scott Elementary (2.2 miles away) achieves 52.0% ELA and 50.7% math. Even accounting for differences in poverty, the gap is substantial.

There are some encouraging signs. Fremont's student-teacher ratio has dropped to 11.4 — lower than most neighboring schools — and scores rebounded partially in 2025-26 after the very low 2024-25 results. In 2023-24, the school's low-income students ranked at the 72nd percentile statewide, a genuine bright spot. However, gifted and talented students have consistently ranked at or near the bottom statewide. With attendance and poverty clearly linked to the recent decline, reducing chronic absenteeism and strengthening interventions for early-grade readers will be critical as the school works to regain its footing.
