Summary:

Three elementary schools serve zip code 92408: Victoria Elementary serves kindergarten through grade 5, H. Frank Dominguez Elementary serves kindergarten through grade 6, and SOAR Charter Academy serves kindergarten through grade 8. Test results show meaningful differences among schools, and even the area’s all-grades leader remained below state results in every subject in both years.

Victoria had the strongest all-grades results in every subject where comparisons are available: in 2025–26, 40% were proficient in ELA, 35% in math, and 25% in science. Dominguez had the lowest results in both years it reported, with 2025–26 scores of 35% in ELA, 18% in math, and 12% in science; Victoria’s leads were 5, 18, and 13 percentage points, respectively. In 2024–25, SOAR fell between the other schools. Grade-level results offer some bright spots: Victoria fourth graders exceeded state results in ELA, 49% versus 46%, and math, 46% versus 42%; Dominguez sixth graders reached 50% in ELA, above the state’s 48%.

Dominguez made substantial gains from 2024–25 to 2025–26—17 percentage points in ELA and 9 points each in math and science—and narrowed its state gaps, but still trailed the state by 14 points in ELA, 21 in math, and 24 in science. SchoolDigger’s rankings also improved: Dominguez rose from the 3rd to the 20th percentile, while Victoria moved from the 36th to the 43rd; SOAR’s listed rankings fluctuated and ended 3 points above its first listed year. For 2024–25, free/reduced lunch eligible rates were 85% at Victoria, 86% at SOAR, and 98% at Dominguez; student-teacher ratios were 25.7, 22.9, and 17.4, respectively, so these measures alone do not describe the schools’ results. Dominguez’s 2025–26 chronic absenteeism was 39%, compared with Victoria’s 27% and the state’s 18%. SOAR’s latest listed test results are from 2024–25, so they cannot be compared directly with the other schools’ 2025–26 results.
