Summary

Belvedere Elementary serves 557 students in kindergarten through sixth grade in Highland, within the San Bernardino City Unified district. Its results are mixed: math is a relative strength among nearby schools, but scores remain below state levels in every reported core subject. The most important bright spot is attendance: chronic absenteeism was 17% in 2025–26, lower than the district’s 29%, the state’s 18%, and the 26%–37% range at all nine nearby district schools.

Math is the school’s strongest core subject compared with local peers, while science has the widest gap with the state. In 2025–26, math proficiency was 27%, above the district’s 26% and the nearby-school average of 23%; it ranked third among 10 district schools with results, behind Fairfax Elementary and Highland Pacific Elementary. But math was still 11 points below the state’s 38%. Science proficiency was 21%, below the district’s 25% and state’s 36%. Results also differ by grade: third-grade ELA was 42%, just 2 points below the state, and third-grade math was 41%, second among nearby schools serving that grade. Sixth-grade ELA and math were weaker, at 31% and 19%, respectively, both well below district and state results.

Scores rebounded from 2024–25, but have not fully recovered their longer-term standing: ELA rose 8 points and math rose 8, yet both were slightly lower in 2025–26 than in 2022–23; science also declined over that period. SchoolDigger ranked the school at the 33rd statewide percentile with 2 stars in 2025–26, up from the 20th percentile the year before, but below its 40th–49th percentile results in several earlier years. One notable subgroup result is SchoolDigger’s ranking of the school’s effectiveness for English Language Learner Students: 74th percentile in 2023–24, compared with 40th overall that year. The 2024–25 student-teacher ratio was 20.6, close to nearby schools’ 20.8 average.
