Summary

Rowell Elementary serves 555 students in grades K–6 in Fresno, within Fresno Unified. In 2025–26, its Smarter Balanced results were below state levels in English language arts (ELA), math and science. The clearest concern is math: 27% of students were proficient, 13 percentage points below the nearby-school average, and Rowell ranked third-lowest among 11 nearby schools.

Rowell’s results were generally toward the lower end of the nearby group, but science was closer to the middle. ELA proficiency was 31%, 5 points below the nearby average and 18 points below the state; math was 27%, compared with 29% in the district and 38% statewide. Science proficiency was 23%, just 3 points below the nearby average. A distinct bright spot was CSA Spanish listening: Rowell scored 36%, above the district’s 29% and the state’s 24%. Its overall CSA Spanish, writing and reading results were also slightly above state results. CSA Spanish is a separate assessment and should not be read as a replacement for Rowell’s ELA results.

Results have risen since 2022–23, though not in a steady year-to-year climb: ELA increased from 27% to 31%, math from 22% to 27%, and science from 16% to 23% by 2025–26. Chronic absenteeism also fell substantially, from 54% in 2021–22 to 23% in 2025–26, but remained above the state’s 18%. SchoolDigger placed Rowell at the 26th percentile with 1 star in 2025–26, below the district’s 34th percentile; the school’s 2024–25 student-teacher ratio was 18.9, slightly below the nearby average of 19.3. Rowell reported 96% free/reduced lunch eligible in 2024–25. One notable subgroup result: SchoolDigger ranked Rowell at the 45th percentile for how well it serves English Language Learner students in 2023–24, compared with the school’s 28th percentile overall that year, although that subgroup ranking had fallen 8 points since 2021–22.
