Summary:

Westminster has 16 schools—13 elementary and three middle schools, with no high schools—and the 2025–26 results show a mixed academic picture. The schools’ average proficiency was 54% in English language arts (ELA), 43% in math and 36% in science, compared with state figures of 49%, 38% and 36%. While the averages were above the state in ELA and math, individual school results spanned 43 points in ELA, 36 in math and 39 in science. The most important finding is that these averages hide wide differences between schools.

C. Fred Schroeder Elementary is the clearest all-around standout: it leads in ELA at 78% and math at 65%, and ranks second in science at 52%. Ada B. Clegg Elementary leads science at 53% and is second in ELA and math; Frank N. Eastwood Elementary is also strong, ranking in the top four in all three subjects and above the state in each. At the other end, H.B. Anderson Elementary has the lowest ELA result, 35%, and is below the state in all three subjects. L.P. Webber Elementary is lowest in science at 14%, while Dr. Russell I. Johnson Middle is lowest in math at 30%.

From 2024–25 to 2025–26, the school average rose 2 points in ELA and 1 point in science, but fell 2 points in math. Individual changes varied: Sequoia Academy Gate Magnet Elementary gained 24 points in science, while Webber fell 16 points; Anderson improved in all three subjects but remained below the state in each. SchoolDigger ranks Schroeder in the 89th statewide percentile among elementary schools and Clegg in the 86th, compared with Anderson in the 34th. Context also varies: Schroeder’s free/reduced lunch eligible share was 44% in 2024–25 and its student–teacher ratio was 26.9; Johnson’s figures were 90% and 18.0, despite its low math result. These are observations, not explanations for performance. Because the schools serve different grade spans, schoolwide comparisons may not reflect the same mix of grades.
